A ranked plan, not a list of problems
Every open finding is weighed by how much exposure closing it removes against the effort it takes, so the plan opens with the cheapest large win rather than the biggest project. A leader who cannot yet price the risk can still fund the top of the list.

Each finding carries the requirement it blocks and the device it sits on, so a technical gap becomes a submission at risk and a date that moves. That is a claim a finance committee can weigh against the other things competing for the same budget.
